This was a hard list to fill, but that should be expected a year after many QBs broke out on the scene. Philip Rivers, Aaron Rodgers and Jay Cutler all had amazing seasons. Matt Cassel and Matt Ryan weren't exactly fantasy household names entering the season but both solidified themselves as strong starting QBs. This year's list is a little slim, and with the number of solid fantasy QBs to choose from these guys could classify more as Sleepers and most probably shouldn't be considered as your starter. But these guys could impress this year and develop as solid trade bait. Jason Campbell
The Redskins added some quality WRs and a nice TE in the 2008 draft and they could start to emerge as more consistent options in the passing game than Santana Moss and Antwaan Randle El. Campbell started all 16 games last season in his third year for the first in his career. He completed 62% of his passes, was +7 in TDs over interceptions (of which he threw only 6), and eclipsed the 3,000 yard mark. He is on the verge of becoming a big time QB in this league.
Trent Edwards
Edwards completed 66% of his passes last year, is enterring his third year in the league, and just got given a monster playmaker in Terrell Owens to go alongside inconsistent but speedy Lee Evans. With those two on the perimeter and the tandem of Marshawn Lynch and Fred Jackson, Edwards is surrounded by talent at the skill positions. The only question is whether the Bills throw enough to make Edwards a star.
Shaun Hill
Despite succeeding every time he gets the ball, Shaun Hill has still not been named the starter for the 49ers. In nine games last year he threw for over 2,000 yards and 13 TDs, not to mention he completed 63% of his passes. He might not be named the starter at the beginning of the season, but when he wins the job he immediately becomes a consideration for your team.
Matt Ryan
Ryan busted out onto the scene last year, leading the Falcons to the playoffs, but his numbers from his rookie campaign won't compare to his numbers this year. Yeah, he completed 61% of his passes and threw for over 3,400 yards, but his 16 TDs of last year will be surpassed this year. The offense returns intact with the only notable change being the upgrade at TE with the addition of Tony Gonzalez. Look for Ryan to continue to make Roddy White a star, and add Michael Jenkins to the world of the fantasy relevant.
Matt Cassel
Cassel filled in admirably for Tom Brady last year in New England, and for his troubles he got shipped to Kansas City where he can start. It was a little slow going in the beginning, but he got the hang of it rather quickly and finished the season with almost 3,700 yards and 21 TDs. This year he still has a big play WR in Dwayne Bowe and still has a pass-happy coach in Todd Haley.
